本周稀土市场行情，镨钕价格小幅上涨，镝铁和铽价格继续保持平稳。亚洲金属网价格: 镨钕金属价格395-400元/KG，镝铁合金价格1900-1920元/KG，金属铽价格5100-5150元/KG。

This week, price of PrNd increased slightly, prices of DyFe and Tb kept stable. Price from Asian Metal at this weekend presented: PrNd metal 395-400 RMB/KG, DyFe alloy 1900-1920 RMB/KG and Tb metal 5100-5150 RMB/KG.

《中华人民共和国资源税法》于2019年8月26日第十三届全国人民代表大会常务委员会第十二次会议通过，将于2020年9月1日起施行。其中新公布轻稀土资源税为7%—12%，中重稀土为20%。原资源税为南方矿27%，包头矿11.5%，四川矿9.5%，山东矿7.5%。

The Resource Tax Law of the People's Republic of China was adopted at the 12th meeting of the 13th Standing Committee of the National People's Congress on August 26, 2019, and will take effect on September 1, 2020. Among them, the newly announced tax on light rare earth resources is 7%-12%, and that on heavy rare earth resources is 20%. The original resource tax is 27% for South Mine, 11.5% for Baotou Mine, 9.5% for Sichuan Mine and 7.5% for Shandong Mine.

为贯彻落实习主席关于稀土行业重要指示，进一步规范稀土行业发展秩序，江西省工信厅、省发改委、财政厅等12部门联合发布了《关于持续加强稀土行业秩序整顿的通知》，通知要求加强环节管理，不断增强行业自律，提升行业发展质量及定期开展自查工作。

In order to implement Chairman Xi Jinping's important directives on rare earth industry and further standardize the development order of rare earth industry, Jiangxi Provincial Industry and Information Office, Provincial Development and Reform Commission, Finance Department and other 12 departments jointly issued the Notice on Continuously Strengthening the Order Rectification of Rare Earth Industry, which calls for strengthening the management of key links, continuously strengthening industry self-discipline, improving the quality of industry development and conducting regular self-examination work.

本周稀土产品价格涨跌互现，由于部分冶炼分离厂2019年上半年超计划生产，下半年稀土产品供应或将趋紧，市场利好信心受到提振，氧化镨钕周初较受市场青睐，市场询单较为活跃，实际成较好，上游厂家普遍看好后市对氧化镨钕报价有所提升，部分商家出现持货惜售情绪，下游企业买兴逐渐转弱，观望情绪渐浓。

The price of rare earth products rose and fell this week. Due to part of the smelting and separating plants exceeded the planned production in the first half of 2019, the supply of rare earth products may tighten in the second half of the year, market confidence boosted. PrNd oxide is more popular in the market at the beginning of the week, market inquiries are more active and actual transactions are better. Upstream manufacturers are generally optimistic which will improve the price of PrNd oxide in the future. Some merchants are holding goods reluctantly, while downstream enterprises are gradually weakening their buying interest and increasing their wait-and-see mood.

氧化镝、氧化铽本周依然受到泛亚公司拍卖影响，因其拍卖氧化镝实际单价约低于市场40万元/吨，上游商家担忧情绪较浓，存在降价销售的意愿，下游企业也处于观望状态，市场询单情况较差，氧化镝及氧化铽报价逐渐下滑。氧化镨钕等轻稀土产品方面，预计受冶炼分离厂未来供应趋紧及临近9月下游需求逐渐转好因素影响，未来价格或将逐步上行。氧化镝、氧化铽等中重稀土产品价格近期主要关注泛亚公司氧化镝的实际拍卖情况及后市低价氧化镝是否会大量流入市场，若未大量低价流入市场，则未来受中重稀土矿端原材料供应紧张及下游需求回暖影响，氧化镝、氧化铽等产品价格或将同样有所回升。（上海有色网）

Due to the tight supply of smelting separation plants in the future and the gradual improvement of demand in the lower reaches of September, prices of light rare earth products such as PrNd oxide is expected rise gradually in the future. Prices of heavy rare earth products such as Dy oxide and Tb oxide have recently focused on the actual auction of Dy oxide in Pan-Asian Company and whether the low-price of Dy oxide in the future will flow into the market in large quantities. If no large number of low prices flows into the market, prices of Dy and Tb oxides and other products may also rise, which affected by the shortage of raw material supply of heavy rare earth mines and the warming of downstream demand in the future.
